Funny, but bad animation
The characters in the movie are pretty obivously traced, which isn't a bad thing, but it leads to this movie's weak point: animation. The animation in this movie is very cheesy. The traced graphics probably made it extremely hard to animate, but that's one of the reasons why you don't trace stuff. :) Besides their mouths, the characters didn't move at all. And when they had holes blown through them, they just had a hole cut out of them with the eraser tool and a cheesy circular blood clip inserted. Come on! Give us some nice, flowing blood! The backgrounds were nice, also, but they would look tons better if they were shaded like the characters.
The sound is quite scrathcy at times, and the voices are kinda cheezy, but a great try on an impression. (Hell, I couldn't do any better.) The Japanese DBZ music made a nice touch. (I'm glad he didn't use the stupid synthesized American stuff. A 5 year old could play that stuff! :)
Another thing that bugged me was that the "Septi-Verse 3.0++ Presents" screen took too long. Even though it was real flashy and actually had better animation then the actual movie, at least make a way to skip it!
Despite it's weak points, it was pretty funny. It makes a good toss at the bad American dubs, and I laughed a couple of times. :)
